The photograph shows Peoria Mayor Richard Carver and Illinois Governor James Thompson at the Lincoln Heritage Trail Ceremony on February 3, 1978. The ceremony was held at the Peoria County Courthouse in Peoria, Illinois. Behind the Mayor and Governor are a group of people including a television photographer. There is an American flag behind the Governor. The building at the left of the photograph in the background was the Peoria County Jail at the corner of Hamilton and Jefferson Streets.
